Statement on the Budget Vote of Premier Sylvia Lucas

The African National congress welcomes the budget vote that was tabled by the Premier of the Northern Cape.

The budget that was tabled by the Premier highlights the ANC government`s commitment to improve the quality of life of our people in the province. It is a budget that is responsive and sensitive to the needs that the ordinary person faces on daily basis such as unemployment and lack of basic services.

The Premier`s Office has the overarching responsibility to ensure that we improve the quality of education, healthcare, building decent houses and strengthen service delivery capacity by local government.

The Premier`s budget speech marks the beginning of a period for radical economic and social transformation. Whilst impressive achievements recorded in the last 20 years are notable, we acknowledge the associated challenges, and we are determined to become more innovative in addressing them.

The State of the Province Address enjoined us to embrace the National Development Plan as the blue print to fundamentally transform our society and accelerate basic services to all the citizens of our province. The stated objective of the NDP is one of writing a different story in the years ahead, a story wherein every citizen is concerned about the wellbeing of other citizens.

Guided by the Northern Cape Growth and Development Strategy premised on the National Development Plan, the participation of society in addressing the socio-economic challenges and utilising peoples` capabilities to raise the living standards cannot be overemphasised.

In heeding the President`s call to support municipalities, we are pleased to learn that the Premier`s office will urgently address the human resources in both managerial and technical levels in local government. In partnership with, and guided by the President`s Coordinating Council, we have to turn things around.

The budget has demonstrated in a clear way how the provincial government intends to restore dignity and create the conditions for more opportunities for the unemployed to find work.

Guided by the firm commitment to improve the quality of live of all the people of the province, there is a clear biase towards wmoen, youth and people with disabilities.

There can be no better description of this budget, but to name it "a people`s budget".

"We are comitted to deliver on the commitmentswe made to the people who gave us that overwhelming mandate to improvetheir socio-economic conditions"; where the words of Premier Lucas as delivers her budget speech.

As the African National Congress, we commend the Office of tbe Premier for committing resources to a clear plan that seeks to change the lives of our people for the better.
